Whether it's simply a Tragedy of the Commons type of human nature, mixed with short-term perspective, oil and gas (and coal) companies obviously have a vested interest in creating as many new markets as possible.
Doing so under the guise of helping countries to 'develop' is the common tactic, through history - i.e. create markets for your goods.

I will ignore coal and oil here. They're very important and spew much carbon into our atmosphere. But they are both very mature fuels and public opinion is, generally, fairly developed against their continued 'unnecessary' use (my emphasis). The highest level of general public acceptance that we need to phase out focuses on coal and, due to EV adoption, to oil.
